The post job tacker-branch-tarball fails to build.

tacker recently merged [1] where we no longer maintain a sample tacker.conf instead expect the installer to auto-generate one. Looks setup.cfg is still referencing this tacker.conf which needs to be removed [2]

    Fix tarball generation error due to missing tacker.conf

    Sample tacker.conf is no longer included in the source
    tree, instead the installer is expected to generate it.
    Hence reference to etc/tacker/tacker.conf in setup.cfg
    needs to be removed.
