Bug Description
I noticed some interesting behavior during an apt-get dist-upgrade command. When the system updates the kernel the system notification helper presents a pop up to restart the system too early.. It actually prompted to for restart while the system was updating initramfs... There is a window that could cause some really unpleasant effects if one potentially told the system to restart during that time frame.

BTW this is kubuntu 16.04 with relatively recent updates.
