Bug Description

On a default xenial mitaka ceph-mon node I found that the radosgw-admin command was missing. It seems to have been broken out into a new package called: "radosgw"

Its installed when the charm is related to the ceph radosgw charm:

@hooks.hook('radosgw-relation-joined')
def radosgw_relation(relid=None, unit=None):
    # Install radosgw for admin tools
    apt_install(packages=filter_installed_packages(['radosgw']))

Is this change really required?
