No build output in deploy gates

Bug Description
Possibly due to recent logging refactoring, we no longer can see image build output in the deploy jobs. Build jobs seem to be unaffected as they call tools/build.py directly. But the deploy jobs are calling the build function from python, and as of about the start of July 2016 all we see prior to the ansible deploy is:
