heat stack-delete fails for the first time

Bug Description

Hai, I have problem deleting heat stack for the first time. its deleting for the second time though.

Below are the following error and heat templates are attached.The inputs are great help to me. I am using kilo version.

 stack_status_reason | Resource DELETE failed: Conflict: Unable to complete |
| | operation on subnet b9f3801a-d2b0-499d- |
| | ad79-93b9a8cd5036. One or more ports have an IP |
| | allocation from this subnet. |
| stack_user_project_id | 428dc8b193064ac289b4bfd804717edd

Looks like that resolving this inside of Heat is very complex. We will discuss it still.

For now there is a workaround for this problem:
add explicit dependency 'depends-on' to 'server_group' or use the subnet with the server networks property.

My bad, it sure is same issue, but I should explain more, not just copy one of my comments to another duplicate.
So, you already use "depends_on" option. I'll investigate a bit and answer later.
