Keystone consumes 100% cpu

Bug Description

Several times it was observed that keystone process that began to consume 100% of a single cpu core over the course of a few hours in MOS 6.1 deployment. That may happen because of this eventlet bug - https://github.com/eventlet/eventlet/commit/ed0655333007fe97624b745e92deb407d192022c

However so far we are unable to identify specific conditions to reproduce the issue. This is still under investigations, more details to follow.

We no longer support MOS5.1, MOS6.0, MOS6.1
We deliver only Critical/Security fixes to MOS7.0, MOS8.0.
We deliver only High/Critical/Security fixes to MOS9.2.
