fast boot cause usb keyboard and mouse response become slow

Bug Description

When resume, the usb keyboard and mouse can work however, the response is very slow. If connect them onto USB hub and resume back, it can work properly.

the issue can not be reproduce every time system resume.
When you resume sveral times, and unplug and plug the usb-mouse and usb-keyboard, the usb-mouse and usb-keyboard response very slowly.
I tested at B1 platform.

read the /dev/input/eventX directly, we can find that when a key pressed, three key press event will be send out, and interval time of the first two press is about 0.2 seconds and the last two press is about 53 u seconds.
when read the /dev/input/eventX at normal state, we can find that only key press and key up event can be report from /dev/input/eventX.
So we can know that the issue comes from usbhid driver or USB driver. And have nothing to do with the graphics driver and upper application such as GUI.

when the acpi power button bug 164045 (https://bugs.launchpad.net/bugs/164045) is fixed.
I reboot amost 30 times. And can not find the issue again.
Not sure whether it has been fixed now. Should do more test.
However at lest the USB is more stable than before.

Now when fix the ACPI issue, I can not reproduce the bug. So I just change the bug as fix committed.
If QA guys can reproduce the bug. please reopen it.

The issue is easy to reproduce on one QA testing machine. Martin, could you pls. do more investigation on this? Thanks.
