Bug Description

For the moment we cannot use experimental APIs using "python" client. It is possible only if we use shell client (CLI).

It means, we cannot use "share replication", "share migration" and "consistency groups" APIs of python manilaclient from other apps such as Manila UI.

    Define experimental API header on python client level instead of CLI

    For the moment we cannot use experimental APIs using "python" client.
    It is possible only if we use shell client (CLI).
    It means, we cannot use "share replication", "share migration" and
    "consistency groups" APIs of python manilaclient from other apps
    such as Manila UI. So, add special experimental header on python
    client level instead of CLI.
