Bug Description
When using following inventory file, the haproxy upgrade failed.
[control]
control1
control2
[network]
network1
The root reason is: the haproxy group is sub group of network for security
reason. But the haproxy will be install on the `nova-api` group etc will
belong to the control group

The haproxy failed when there is one stand alone network node
