juju destroy-controller --destroy-all-model doesn't seem to actually tear down the hosted models

Bug Description

I started a destroy-controller and passed --destroy-all-models, but I now have 100 lines of:
Waiting on 1 model, 3 machines, 1 application
Waiting on 1 model, 3 machines, 1 application
...

and looking at status of the hosted model, there is no indication that it is even trying to tear down.
