Bug Description

Reproduced on CI: https://patching-ci.infra.mirantis.net/job/8.0.system_test.ubuntu.services_ha.ceilometer/21/

Steps to reproduce:
1. Create cluster. Set install Ceilometer, external Mongo option
2. Add 3 node with controller role
3. Add 1 nodes with compute and ceph roles
4. Add 1 node with ceph role
5. Deploy the cluster
6. Verify ceilometer api is running
7. Run OSTF

or use deploy_ceilometer_ha_with_external_mongo from fuel-qa
test fail at line: https://github.com/openstack/fuel-qa/blob/stable/8.0/fuelweb_test/tests/test_services.py#L812

Expected results:
OSTF test should be passed

Actual result: Failed 1 OSTF tests:
- Check state of haproxy backends on controllers (failure) Some haproxy backend has down state..

Reproducibility: rarely (5 times in row)

From logs:
(/Stage[main]/Ceilometer::Db::Sync/Exec[ceilometer-dbsync]) Failed to call refresh: ceilometer-dbsync --config-file=/etc/ceilometer/ceilometer.conf returned 1 instead of one of [0]

In ceilometer logs there are a lot of connection failures to rabbitmq, mongodb & etc.
