Bug Description
Steps to reproduce:
1. Revert snapshot upgrade_
2. Destroy primary controller
3. Run OSTF
Expected results:
Should fail 1 OSTF test ("Some nova services have not been started..")
Actual result:
Failed 2 OSTF tests
