Openstack-dashboard needs to be able to activate HA option for routers

Bug Description
Even when we deploy Openstack with two neutron-gateway charms (HA), we are not able to create routers in HA mode from the dashboard. The "enable_ha_router" parameter in "local_settings.py" is always set to False. Every one who use only the UI cannot create HA routers.
I think we should put it as a configuration parameter to the Charm.
