Bug Description
See bug 1581044. I'm filing this because this seems to be a recurring problem. Please add "debsums -ec" (after installing the debsums package) to CI. If it returns anything, please consider that a regression in cloud images.
This keeps regressing. Here's a list of regressions: bug 1485685, bug 1581044, bug 1323772, bug 1747464, bug 2033308.

This regressed again in bug 1747464.
This time "debsums -ec" wouldn't have been sufficient, since grub-legacy-ec2 uses ucf. A full CI test would have to actually do a dist-upgrade and check for prompts to catch both dpkg and ucf conffile issues I think.
