Bug Description
It should be possible to use a base image if you already have it, in say, public docker registry.
In order to support this feature we need the following —
- ability in the app file to specify a public image url in the 'languagepack' tag;
- modification of the solum's shell.py and build-app.sh scripts to download the languagepack from the referenced url,
