Bug Description

On MOS 8, we deployed RabbitMQ in detach mode. The deployment succeeded but four plugins failed to start on the controller node:

- openstack_error_amqp: (because the connection is refused)
- openstack_info_amqp: (same as above)
- openstack_warn_amqp: (same as above)
- rabbitmq_logstreamer: the file /var/log/rabbitmq is not present

We need to configure the 3 amqp plugins to use the new rabbitmq and to prevent the rabbitmq_logstreamer to start on controller nodes.

Collectd failed to execute /usr/sbin/rabbitmqctl command. We need to deactivate this plugin on the controllers and active it on rabbitmq node.
