Current caching strategy is suboptimal for the phone

Currently, fetching the reviews is very expensive for the phone (e.g. https://reviews.ubuntu.com/click/api/1.0/reviews/?package_name=com.ubuntu.developer.majster-pl.utorch) because caching is disabled (expiration date = last modified = date, cache-control max-age=0).

Perhaps it would be possible to support conditional GET via ETAG?
