Finding 2 networks in the networks page even though the items per page setting is set to 1

Bug Description
I find 2 networks(I have 2 networks created) in the networks page even though the items per page setting is set to 1.
Steps to reproduce:
1. Set the items per page to 1.
2. Create 2 or more networks.
3. Now in the networks page you will find all the networks in the same page.
Expected behavior:
The networks should be displayed 1 per page with pagination.

Neutron supports pagination but we dont have any on horizon it seems.
