fwupdate-signed should be installed in EFI mode

Bug Description

With 16.04, support was added for firmware updates via the fwupdate/fwupdate-signed/fwupd stack.

On UEFI systems fwupdate-signed is supposed to be installed in case the user turns on secure boot.

For upgrades this is being fixed in https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-upgrader/+bug/1571679 to install fwupdate-signed on upgrade.

For ubiquity installs, if ubiquity detects it's on an EFI system it will mark fwupdate-signed for installation.
The same thing should be mirrored for d-i installs.
