Bug Description
Current behavior:
Nova driver shows a WARNING message that the driver is deprecated for Mitaka. The Mitaka stable/branch is closed for deprecation related cherry pick from master. and hence this fix needs to be moved to Newton cycle.
Expected behvaior.
Show nova driver deprecation warning for Newton cycle.
Also fix the stack trace for nova driver during tacker server bootup.
