UI flashes on screen when moonshot is (re)started on command line

Bug Description

If moonshot is already running when invoked from the command line, a UI window will flash briefly on the screen. This window is created by the command-line process before it hands off to the already-running UI process.

The Moonshot UI now defers opening the window until it has confirmation that no other UI is running.
