Convert Active People portlet to sqlcatalog

Status: the problem here is the same active people portlet that affects the wiki. That's good, because one fix will take care of both issues.

Anything I can do to move this along?

I actually think this one is done by recent_items branch?

You are right, I confused this one with the framework-ization ticket.
