Bug Description
Step to reproduce:
1. Create an environment with ceph enabled and DPDK or SRiOV contrail enabled
2. Deploy cluster
2. Delete a compute and redeploy the cluster.
3. Add the a compute+DPDK or SRiOV node and redeploy the cluster.
Expected results: All steps are success
Actual results: Deployment Failed
