[2.0a2] dhcp set to false causes ERROR in logs

Bug Description

mass.log has [ERROR] Service 'maas-dhcpd' failed to stop. Its current state is 'dead' and 'Result: signal'
after setting dhcp to False from the maas cli and Exceptions are seen in syslog and regiond.log

1. Install 2.0.0~alpha2+bzr4776
2. Enable DHCP
3. Use the maas cli to disable DHCP (...vlan update fabric-1 untagged dhcp_on=False...)

Please see attached logs.
