Bug Description
If a LXD provider based controller is being bootstrapped, switching to a different (pre-existing) controller will cause the bootstrap to fail.
Similarly, when multiple "juju bootstrap" commands are running concurrently on one machine using the LXD provider, only one will succeed, probably because bootstrap switches the default controller.
Bootstrap shouldn't be affected by the current controller selection.
