Bug Description

Functional tests needs to be added for Nova plugin

Add tests for
         - Initial Indexing
            OS::Nova::Server
         - Listener events
            'compute.instance.update'
            'compute.instance.exists'
            'compute.instance.create.end'
            'compute.instance.power_on.end'
            'compute.instance.power_off.end'
            'compute.instance.delete.end'
         - API Testing
                  Specially RBAC

GB21 has already added a patch(in progress) for nova plugin - https://review.openstack.org/#/c/289837/
I will ask GB21 to assign herself to this bug.
