S3 API in Ceph RADOS Gateway

Keystone authentication for S3 is not enabled by default, even if using Fuel. Please take a look at appropriate section ...

Any changes into config file will be not applied before restart related service.
Add one more point that provide Customers with instruction how-to restart radosgw for applying configuration changes.

I always have used command 'service ceph-radosgw restart'. Anyway, we will wait for a fix in upcoming releases to backport.

-The patch points to the necessity to restart radosgw service
 after configuration.
-Adds the reference to MOS Tech Bulletin 27 with the detailed
 config instruction.
