horizon heat template upload fails to parse

Bug Description
This bug is not 100% reliable to reproduce, and occurs only when running under wsgi / apache in my testing. Developers will not typically see this bug.
When wsgi is tuned to have multiple processes, the heat template upload can have parse failures. These errors do not show up in the logs, but the user gets a vague encoding type error message.
When I tune wsgi to have a single process, this problem goes away.
This could be something with some double post or javascript type bug too, I'm not sure. Like I said, this bug also does not occur 100% of the time. Filing this information as it might be helpful to others.
