Bug Description

lxml needs according to https://github.com/openstack/networking-cisco/blob/stable/liberty/requirements.txt version >=3.3.3 but according to the global-requirements repo from OpenStack (see https://github.com/openstack/requirements/blob/stable/liberty/global-requirements.txt#L71 ), lxml >=2.3 is enough.

That's really bad for distributions. That can easily end up in a dependency hell.
