Bug Description

Step to reproduce:
- stop solar-worker
- create some resources
- stage/process
- run run-once
- start solar-worker

Report shows that all tasks are in pending state. To start deployment I had to run: solar orch restart last.

When worker is stopped run-once should return error or when solar-worker is started it should pick the pending changes.

Starting pending changes on worker start is not good choice.

Adding runtime error that worker is not executed *may* be good choice, but I think it should be just information.
