Move notifications options into oslo_messaging_notifications group

Bug Description

In oslo_messaging, it has created separate conf sections for messaging options, and options of notifications have been moved into “oslo_messaging_notifications” group[1].

In Sahara, notifications options are current stored into the "DEFAULT" group[2], in order to make the notifications configuration clearer, it's better to put its options into "oslo_messaging_notifications" group just like oslo_messaging.

    Move notifications options into oslo_messaging_notifications

    In order to make the notifications configuration clearer, let's put
    its options into "oslo_messaging_notifications" group just like what
    oslo_messaging did.
