OpenStack Shared File Systems Service (Manila) mitaka-2 "M2"

Bug Description

Recent commit f4a00c59 ("Fix CI Tempest jobs") added a line to devstack.sh that modifies a neutron config file. This causes devstack to fail if one is not using neutron (e.g. if using nova-net which is default).
