Bug Description
The number of L3-policies that can be connected to a single external-segment is currently limited to about 126. This is because the implicit subnet created for the external segment only has these many allocatable addresses (169.254.0.0/25). In deployments where a single external segment is shared between multiple tenants, the number of the tenants is thus limited to 126.
