Freya - Keybinding "Ctrl Shift" is interfering with "Ctrl Shift <any other key>"

Bug Description
Keybindings are not ONKEYUP, like Luna.
So, if I choose Ctrl + Shift to change the keyboard layout, I won't be able to use other shortcuts like "Ctrl Shift C" to copy from terminal.
If I want to hit "Ctrl Shift C", as soon as I hit "Control Shift" it will change the keyboard layout. In Luna, changes would be made as soon as I released the key, and not pressed. So, I could use the keybinding "Ctrl Shift" without interfering with any other keybinding like "Ctrl Shift <any key>". It made more sense that way.
Is there a way to change keybindings to Keyrelease? Then this problem will not occur
