    Add validation for following cases.
    * use L2 Gateway Service without Gateway Device Management Service
    * create l2-gateway with non-existent gateway device.
    * create l2-gateway-connection with non-existent network.
    * create l2-gateway-connection with non-existent l2_gateway.
