Bug Description
The test-requirements file for networking-arista does not specify a neutron release to run tests against. As a result, tests are being run against the master branch of neutron. Since our recommended deployment is to run the stable/liberty release of networking arista with the stable/liberty release of neutron, we should test against that deployment.
