Bug Description

patch https://review.fuel-infra.org/#/c/14751/ has broken some of DVR L3 notifications which leads to lost routing for VMs and floating IPs in DVR mode.

Fix L3 notifications for DVR

commit 882071ef4926730eba5b05898d7d0d0ecb76cf2b has broken some of
DVR L3 notifications which leads to lost routing for VMs and
floating IPs in DVR mode.

Env with DVR feature was successfully deployed, base scenarios were PASSED ( check connectivity to East-West routing and North-South routing)
