Bug Description

ENVIRONMENT: master(17 dec 2015)

STEPS TO REPRODUCE:
1. Create scenario with volumes on worker and is_proxy_gateway on master
2. Run scenario tests on different hosts with sahara

EXPECTED RESULT:
Test passed

ACTUAL RESULT:
Scenario tests tied SSH to internal address of worker

    Fixing cinder check with is_proxy_gateway

    Cinder check tried SSH to internal ip when tests runned
    from any host.
    Closes-bug: #1527292
