Bug Description

Currently when deploying openstack with kolla and ovs, the ovs bridge is configured as part of the
Openvswitch-vswitchd container.

this change request proposes moving the kolla_ensure_openvswitch_configured
scirpt to the ovs db container and reordering the "Ensuring OVS bridge is properly setup" task to
before the vswitchd container is started.

this change will help to enable reuse of the neutron role with ovs and dpdk in the future.

    configure ovs bridge in openvswitch-db container

    - this change moves the ovs_ensure_configured.sh file to the
      openvswitch-db container.
    - this change reorders the plays in ansible/roles/neutron/tasks/start.yml
      to configure the ovs bridges before starting the vswitchd container.
