Disabling udev in a container can have disastrous consequences and we should never ever do this. The only reason this wasn't reverted was because the lvm implementation was not done, only ceph existed.

    Fix udev cinder issue

    /run/udev contains the udev information needed for the lvm tools
    /run and /dev must be bound in for this to work properly
