Bug Description

When running

stack@stack-VirtualBox:/opt/stack/barbican/bin$ pkcs11-key-generation
Traceback (most recent call last):
  File "/usr/local/bin/pkcs11-key-generation", line 6, in <module>
    from barbican.cmd.pkcs11_key_generation import main
ImportError: No module named pkcs11_key_generation

    Enable pkcs11-key-generation command

    Allows pkcs11-key-generation command to work. It was not moved to
    barbican.cmd properly(naming was off). I also made it a .py file
    as it should be so that it conforms to pep8. Documentation fixes
    are submitted as well.
