Can't boot with a 32bit EFI BIOS on 64bit system

Bug Description
I have a 64bit system with a 32bit EFI BIOS where the (wily) install CD can't be started. (USB Install)
After adding bootia32.efi to /EFI/BOOT, I can start the installation, but it crashes on grub-install.
I suspect the package grub-efi-ia32-bin is missing on the iso image.
