there's no way to debug/check for errors anymore as the logs aren't listed anymore. they are still present in functional/

So the problem in the examples above is that ceilometer is not there (details of "not there" forthcoming).
Similarly in the grenade jobs ceilometer is not upgrade. It is run in base but does not get upgraded in target, despite appearing to be properly enabled in the relevant localrc.txt
