Root apps have GTK2-style window frames

Bug Description

When launching a GTK3 application with root permissions, it's window frame uses the GTK2 style instead of GTK3. This only happens if the window frame is normal, not a headerbar.

Some examples are Synaptic, EasyTag, Abiword and popups in Files.

I am not sure that this is a bug of Files.

A workaround is to launch the programs with "sudo GTK_CSD=1".

Nothing Files can do about this. I'm going to mark this as "Fix Released" since Mutter now draws all window decorations in Wily/Loki.
