Bug Description

Devstack plugin does not run compress after installing murano dashboard. This prevents us from using ADD_JS_FILES and similar ADD settings for dashboard.

    Run compress command for dashboard in devstack

    Adds compress --force call, similar to the on lib/horizon in devstack
    has, to allow auto discovery of static assets in horizon.
