'table list <policy>' will return builtin tablenames such as 'equal'

Bug Description

Rule.tablenames() should not return builtin tablenames:
1. There is no row in builtin tables, so they should not be exposed to users when listing tables.
2. It is meaningless to subscribe another theory's builtin tables because there is no row inside.
