Mova ansible-cinder to Cinder v2 API

Bug Description

ansible-cinder is incorrectly create the cinder endpoint. It is also using the v1 API and we need to use the Cinder v2 API.

    Ansible Cinder needs to create the v2 endpoint

    The Cinder v1 API is deprecated. We need to use the v2 API.
