Avoid to use python- ceilometerclien t 1.4.0 in test
python- ceilometerclien t doesn't seem to correctly use initilal
argument, like auth_url, though we pass it when we initialize
the client. The fail started after releasing ceilometerclient
1.4.0. So this tweaks tests for ceilometer_deriver that it
refrains from using ceilometerclient directory.
