python-ceilometerclient needs auth_url to initialize it

Bug Description

python-ceilometerclient doesn't seems to correctly pass auth_url arg to keystoneclient from >= 1.4.0 when we initialize it . It causes test fails both in Jenkins check and in Jenkins gate.

    Avoid to use python-ceilometerclient 1.4.0 in test

    python-ceilometerclient doesn't seem to correctly use initilal
    argument, like auth_url, though we pass it when we initialize
    the client. The fail started after releasing ceilometerclient
    1.4.0. So this tweaks tests for ceilometer_deriver that it
    refrains from using ceilometerclient directory.
