list of available encodings in open dialog isn't updated after adding a new encoding

Bug Description
steps to reproduce:
1. open "Open..." dialog
2. open "Encoding" drop-down menu and open the "Add/Remove" dialog
3. add a new encoding and press "OK"
The new encoding isn't available for opening immediately. It's necessary to close and reopen the "Open..." dialog.
