init-runonce doesn't work with ansible neutron

Bug Description

The init-runonce script does not work with the ansible neutron deployment method, but does work with the compose deployment method. Ideally init-runonce would work for both ansible and compose without modification.

    Update init-runonce

    This makes some changes to init-runonce to allow using Ansible as well as
    updating it to use the openstack-client where applicable since the
    keystone-client is not usable with keystone v3 api at all.
